Federal immigration authorities have detained the president of Wisconsin’s largest mosque, escalating concerns among civil rights advocates who say the case reflects a broader pattern of aggressive immigration enforcement targeting Muslim and pro-Palestinian community leaders.

U.S. Immigration and Customs Enforcement (ICE) arrested Salah Salem Sarsour, a longtime leader of the Islamic Society of Milwaukee, in what the Department of Homeland Security described as a targeted operation earlier this week. DHS officials allege that Sarsour, a Jordanian national, failed to disclose a decades-old conviction in Israel when applying for lawful permanent resident status in the United States.

Allegations Tied to Decades-Old Conviction

According to DHS, Sarsour was convicted in Israel of throwing a Molotov cocktail at residences belonging to Israeli armed forces members and attempting to possess weapons and ammunition. The agency claims he did not report that conviction on his immigration paperwork and therefore obtained his green card improperly in 1998.

In a public statement, DHS officials labeled Sarsour a convicted “terrorist” and accused him of lying on his application for permanent residency. He was taken into custody with assistance from the U.S. Marshals Service and is currently being held at a county jail in Indiana.

His legal team has filed a petition seeking his release, arguing that the detention is unjustified and politically motivated.

Community Outrage and Claims of Targeting

The arrest has sparked widespread backlash in Milwaukee, where Sarsour has served as board president of the Islamic Society of Milwaukee for five years. The organization, the largest Islamic institution in the state, has launched a fundraising effort to support his legal defense.

“Br. Salah is being targeted on the basis of his Palestinian and Muslim background, and his advocacy for Palestinian rights,” the fundraising page states. “This fight is part of a larger trend of attacks on immigrants that whittle away at democratic norms and legal protections for everyone.”

At a packed news conference, supporters gathered in solidarity, chanting for Sarsour’s release. Faith leaders from multiple religious traditions described him as a respected and engaged member of the broader Milwaukee community.

His attorney, Othman Atta, told supporters that Sarsour’s past activism and identity played a central role in the government’s actions.

“He was targeted because he dared stand up to the Israeli army,” Atta said. “And because he was not a U.S. citizen.”

Local Leaders Condemn Federal Action

Prominent local officials have also spoken out. Milwaukee Mayor Cavalier Johnson called the detention “an outrage,” emphasizing that Sarsour is a legal permanent resident and questioning the necessity and timing of the arrest.

“There is no substantive evidence he has done anything wrong,” Johnson said in a public statement. “This is another example of overreach and harm from U.S. immigration authorities.”

The Rev. Paul D. Erickson, bishop of the Greater Milwaukee Synod of the Evangelical Lutheran Church in America, framed the detention as part of a troubling national climate.

“This appears to be just the latest example of how this administration seeks to silence opposition and intimidate those who speak and act differently,” Erickson said.

Broader Concerns About Civil Liberties

Immigrant rights advocates argue that cases like Sarsour’s illustrate how immigration enforcement powers can be used in ways that threaten due process and chill free expression—particularly among marginalized communities. They warn that aggressive detentions based on decades-old allegations risk undermining trust, fueling fear, and eroding constitutional protections.

As Sarsour remains in custody awaiting the outcome of his legal challenge, many in Milwaukee see the case as bigger than one individual. For them, it is about whether immigrant leaders, Muslim Americans, and advocates for Palestinian rights can participate fully and safely in civic life without fear of retaliation.

For supporters, the message is clear: defending Sarsour’s rights is inseparable from defending the civil liberties and democratic principles that underpin the nation itself.
